POSITION OVERVIEW: The Labor Relations Legal Counsel of Human Resources will report to the Director. The Legal Counsel is responsible for supporting the implementation of the Director's management infrastructure, framework, and strategy for Norwalk Public Schools. The Labor Relations Legal Counsel of Human Resources develops and maintains best in practice integrated Human Resources programs and delivers that service across the district through a team of human resources professionals. The Legal Counsel will oversee the labor management strategy, identify and recommend opportunities to improve and align supporting systems, monitor performance across the district, and support health and welfare and other human resources programs including training, learning and development. The below describes the general nature and scope of work performed in this position. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned . ESSENTIAL DUTIES & RESPONSIBILITIES: Serves as second in command to the Director. Is responsible for, but not limited to, managing: Grievance Hearings, State Labor Hearings and monthly meetings with union leaders. Represents the district in grievances, arbitrations, prohibited practices, CHRO and EEOC procedures, administrative hearings and court proceedings. Responsible for all management and responses to Freedom of Information Act (FOIA) requests May oversee key functional areas and programs that together comprise the full life cycle of employee labor relations and human resources management including performance management, benefits and employee relations. Manages activities of a team of human resources professionals including directing work and delivering HR consulting services to the district. Provides training to the HR team on HR best practices. Accomplishes the overall objectives and specified goals related to ensuring compliance with collective bargaining agreements, employee rights laws and regulations, and independently carries out and administers the assigned functions and programs.
