BASIC FUNCTION: Oversees and directs one or more aspects of the Human Resources Department within assigned location. ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA) Plans and directs the activities of the Human Resources department at assigned subsidiary Provides advice and counsel as part of the HF Sinclair Human Resources team in regard to human resource policies involving employment, labor relations, wage and salary administration, orientation, and benefits management and ensures compliance with policies and practices Provides appropriate communications within the Company and promotes employee understanding of programs, policies, and objectives along with developing positive employee morale Plans and directs the activities of the Human Resources department at assigned subsidiary Oversees human resources operations and recommends changes to improve efficiency and cost-effectiveness Administers human resources policies, programs, and practices including planning, organizing, developing, implementing, coordinating, and directing Serves as primary representative for labor relations including contract negotiation preparation, chief spokesperson, union/management meetings, grievances, arbitrations etc Ensures compliance with all relevant regulatory and reporting agencies and legal compliance with all applicable governmental laws and regulations covering the following areas, but not limited to, wage and hour, affirmative action, EEOC, OFCCP, HIPPA, ADAA Works in conjunction with the HF Sinclair Human Resources team to identify and provide procedure and resolution of grievances, arbitrations and human rights complaints through recommendations to management and carrying out related management instructions Works with external recruiters and employment agencies to identify and recruit candidates Confers with management and supervisors to identify personnel needs, and manages application and hiring processes Reviews and approves personnel changes in accordance with Company procedures and practices Oversees the maintenance of employee files and other record keeping, understands and ensures state and federal laws pertaining to Human Resources, including collecting and fi
