This position will also perform coordination and administration of the drug and alcohol testing program for Basin Electric Power Cooperative (BEPC) and Dakota Gasification Company (DGC). Coordinating the Cooperatives drug and alcohol testing efforts includes providing a consistent approach throughout the Cooperative; including ensuring compliance with drug and alcohol testing as defined in the labor contracts and DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) and Federal Motor Carrier Safety Administration (FMCSA) regulations. Essential Functions: Work independently to identify regulatory, compliance, and other risks as well as interpretation of the DOT regulations covering FMCSA to ensure on-going compliance. Responsible for comprehensive knowledge and oversight of regulations as published in the DOT Code of Federal Regulations (CFR) Title 49 - Transportation. Provide criteria to identify standards for all locations and determine positions that will operate commercial motor vehicles. Control compliance for positions identified as operating commercial motor vehicles. Broad authority to implement or change policy/program to keep compliant with regulatory updates that will impact the Cooperative as well as ensure alignment between Cooperative priorities and DO
